The inter-agency working group under the Government of the Russian Federation approved the creation of the special economic zone (SEZ) of the industrial-production type "Krasnoyarsk High-Tech Valley". The Governor of the region, Alexander Uss, and the residents of the future SEZ presented its concept to Yuri Trutnev, the Deputy Prime Minister of the Russian Federation - the Plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District.
The creation of the industrial-production SEZ is included in the Yenisey Siberia Comprehensive Investment Project (CIP). Krasnoyarsk High-Tech Valley project is aimed at creating industrial facilities for deep processing of aluminum, machine-building enterprises and manufacture of products with high added value, and release of technological products. The project also involves the cooperation with companies in the mining, oil and gas, energy sectors and many others.
The SEZ presupposes certain tax breaks for residents, as well as the formation of the necessary infrastructure at the expense of investors and regional funds.
The implementation of the eight investment projects of the total amount of 18.6 billion roubles is planned for the first stage of the SEZ creation for the period of 2021-2030 Up to now, the Government of the Krasnoyarsk Region has already signed the agreements with five companies, which intend to implement six investment projects for a total amount of 16.1 billion roubles. Three of them are members of the Aluminum Cluster. Its aim is to create rolling, wide range and wheel disc production. The other three projects are related to mechanical engineering. In general, the implementation of six projects will allow to create at least 1,300 jobs by 2030.
Under the baseline scenario, the volume of tax revenues to the budgets of all levels until 2030, including benefits, will amount up to about 5.8 billion roubles. Until 2040, it is planned to attract more than 40 billion roubles of investments, employ up to three thousand people, and release products amounting to about 900 billion roubles.
As the Governor of the Krasnoyarsk Region Alexander Uss noted, the federal support for Krasnoyarsk High-Tech Valley is a historical moment. “We have been working on the SEZ project for a long time. Despite difficult for the whole world pandemic times, we continue to work on the implementation of the long-term projects that are strategically important both for the region and for Russia. We are already discussing further plans for the development of the SEZ. I am convinced that the special economic zone created in Krasnoyarsk will set a good example and become a perfect model for others,” the head of the region explained.
Sergey Ladyzhenko, Director General of the Yenisey Siberia Development Corporation, believes that the creation of the special economic zone will create favorable conditions for investors and attract new projects to the region. “We expect that the new industrial site will become the center for the development of production facilities for deep processing of aluminum and the production of high-tech products in the nearest future. Today we see the interest of Russian and foreign investors in this project and we are working hard to attract and support new residents. The project will create new jobs and become a new source of tax revenues to the regional budget,” Sergey Ladyzhenko said.
It should be noted that currently there are 36 special economic zones in the Russian Federation, 92 priority development areas in single-industry towns and closed cities, 22 ASEZs in the Far East and one ASEZ in the Arctic.
